Kommunala skulder : Har fragmentering i den styrande församlingen någon effekt på de kommunala skuldnivåerna?
Denna uppsats syftar till att testa The Weak Government Hypothesis. Hypotesen är att en fragmenterad regering ackumulerar större skulder än ickefragmenterade regeringar och att graden av fragmentering påverkar storleken på skulden. Hypotesen testas med paneldata över 283 svenska kommuner under perioden 1996-2004. Resultaten från den empiriska studien ger inte något enhälligt stöd åt hypotesen. Studien finner dock visst stöd för att en lokal koalitionsregering bestående av flera jämnstora partier tenderar att ha en positiv effekt på de långfristiga skuldnivåerna under valår.

The hypothesis of this study is that the local government act in Sweden 1862 was an instrument for the state to keep its´ political influence on the local level. It did not open for local self-government. The swedish historians Dahlkvist and Strandberg description of the Swedish local government act support this hypothesis, as does the analysis of political scientists Pettersson and Söderlind. The general opinion that the local government act opened for local self-government does still exist among many swedish historians.This study had two aims. The first was to investigate the actual extent of self-government in Borgvik, a small municipality in Sweden during the period 1861-1924.

This study examined if individuals act in a less discriminating way and in a more fair way when they receive instructions about justice and not being discriminating while recruiting. 96 randomly assigned students at the University of Lund participated in this study. The participants were informed that they would act as a recruiter. They would then choose and place three of the best personal record in order of preference. There were three different kinds of company policies/instructions.

This essay examines a presupposed correlation between the way one look upon values and the way one look upon the will of the people in a theoretical democratic context. The more specific purpose is to test the following hypothesis: There is a reversed connection between the way one look upon values and the way one look upon the will of the people in a theoretical democratic context, that is; a strong claim of values give reason to a limited conception of the will of the people and a weak claim of values gives reason for a more unlimited conception of the will of the people.In order to test the hypothesis I examine three different conceptions of democracy, these are: pluralist democracy, deliberative democracy and constitutional democracy. I analyze the way they look upon values, there view of the will of the people and finally if there is a connection between the way they look upon values and the will of the people. Values should be understood in a metaethical context. In other words it is not values in the ?common? meaning, instead its how val-ues in them selves should be understood, and even more relevant, what we mean when we ex-press values.My conclusions are, first and foremost, that there is a correlation between the will of the people and values, according to the formulation of the hypothesis.

The purpose of this thesis is to study how preschool teachers can reach the goal of the swedish educational plan to prevent traditional gender roles for children ages 3-6 through drama in education.This is answered by four hypothesis based on Judith Butler's queer theory, George Herbert Mead's social psychological theory and Gavin Bolton and Dotothy Heathcotes drama pedagogical theories. The hypotheses are tested against four teachers' examples of their work.The hypotheses areHypothesis 1: By using the expert's mantle and active observation in teacher-in-role indrama educational exercises, we can see how the children internalize the heterosexualmatrix and the outline of the internalized other.Hypothesis 2: By using the "mistakes" that occur when children repeat performativeacts that do not fit with the heterosexual matrix, these other possible behaviors can bestrengthenedHypothesis 3: Through drama exercises that are not normative teachers can widen theheterosexual matrixHypothesis 4: Through drama pedagogical methods like teacher-in-role teachers canprovide possibilities of other performative acts and the creation of a more tolerantinternalized other.The analysis show that the respondents work within all these hypotheses in different ways and thathypotheses 2 is the one with the weakest support in the interwievs. The examples are also weakregarding the use of Boltons drama pedagogical methods, but that there are a number of othermethods in use.Some of the conclusions are that more theoretical knowledge in the preschool drama pedagogics tocounteract traditional gender roles and patterns, as well as the drama of educational theory need tobe linked to queer and social psychology research. A reasonable hypothesis and the purpose of this essay is to investigate if the Swedish government has beendeveloped towards an Europeanization.The Swedish state audit changed in a pioneering way after the EU- entry, with the formation of Riksrevisionen. Another constitutional change is that the Swedish EU- membership is being instituted in the Swedish constitution. The role of Swedish courts has also changed since the EU- entry.

AbstractSince the 2006 election the country of Sweden is governed by four Liberal and Conservative parties. Parties that by cooperating maintain power in office and forms a so called coalition. A coalition that not only can be seen at the national but also at the local level. According to pervious research coalitions that holds control of the seats in the government at the national level tends to increase the total expenditures compared to other types of government formations. Can a similar connection be seen at the local level? This the fundamental issue of this essay.

This study deals with Swedish nuclear-energy politics from 1980 to 2006. The purpose is to trace and to explain change and stability in three political parties? rhetoric concerning the phase-out of Swedish nuclear-energy and the Swedish government?s nuclear politics. Two hypotheses based on path dependency theory are tested to analyze if rhetoric and politics are developing in separate directions. The first hypothesis is based on the idea that earlier promises from the political parties affect what promises they can make later on.

In year 2009, a new housing form (here referred to as "owned apartments", in Swedish called "ägarlägenheter") was introduced in Sweden. Owned apartments are in many countries the dominating form of housing tenure, but in Stockholm, to where this thesis is delimited, only four have been established in four years. There are many possible reasons for this low establishment, but the thesis writers believe the main reason to be that the owned apartment is situated in an organizational gap. With the hypothesis that the owned apartment is situated in an organizational gap and that there are opportunities to overcome this gap through interorganizational collaboration of the players on the market, this thesis strives towards examining if this is the case.By using Burt's theory of structural holes the concept of organizational gaps are elaborated to fit this context, since this area is previously unexplored.The data has mainly been gathered through in-depth interviews but also through secondary sources such as previous theses and newspaper articles. It has appeared that the majority of the central players are characterized by conservatism.
Preaching to the choir? A Comparison of Fiscal Forecasts by Governments, Fiscal Policy Councils and the European Commission in the European Semester Framework
The high debt levels experienced in European Countries have lead to academic interest in the deficit bias -the tendency for governments to run budget deficits and accumulate debt. In part one of this thesis a surveyof the economic literature on the origins and solutions to the deficit bias are conducted. The proposedinstitutional solution to the deficit bias in the form of Fiscal Policy Councils (FPC) are outlined and existingEuropean FPCs presented. Based on the works of Calmfors and Wren-Lewis (2011) the EuropeanCommission (EC) is defined as an FPC. Based on this survey, two hypothesis are formulated: (1) theforecasts of future macro-economic events and fiscal performance will differ between the national FPCs andthe national government.

The current trend towards globalisation and democratisation has made the theories of politics in pluralistic societies, and how to make them work, of particular interest and concern. Lijphart's theory of consociational democracy is an important influence in this field. At the same time the importance of civil society in transition studies and democratisation processes has been reinforced over the last thirty years. However, the complex political situation that plural societies face, creates obstacles for a healthy civil society. This thesis is based on a case study of Lebanon, a country with deep ethnic divisions and a government that resembles a consociational democracy.

This work represents a first attempt to articulate my practice as a composer. Through a phenomenological perspective and with the support of the philosophical concept 'Weak Thought', I approach the idea of music as meaning in itself, beyond language.
My exploration of these ideas is developed through three perspectives: partly through analysis of my own work, partly through a brief presentation of the concept of 'Weak Thought', and lastly through a series of subject-specific reflections..

Poland has since 2021 dealt with the migration crisis at its border with Belarus and when the new government took power in 2023, many had high hopes for its management of the crisis. But the government has opposed the EU's migration policy and continues the strict migration policies of the last government, which earlier studies have theorized, if it?s sign of a securitization of EU?s own migration policies. This essay examines the experiences of activists who work at the border, by performing interviews and a thematic analysis regarding the Polish state?s handling of the migration crisis with the change of government in 2023 and how they see that it has affected Poland and EU?s relationship.
